The Iraqi cabinet (for obvious reasons) haven't done anything yet so it must just be general praise for who they are - and of course Bush will praise that because he (well, his minions) chose them! This is the trouble, so much of good news is just mundane non-news. And I can pick and choose my headlines too. :-P
